The New Gold Coast Stations program is a critical part of the infrastructure solution designed to boost capacity of the rail corridor in conjunction with the delivery of Cross River Rail.
The three stations were concurrently procured over 15 months within a rapidly changing and challenging infrastructure delivery marketplace. The challenge was to enhance the competitiveness in the mark and maximise the value to QR and State.
The Delta team collaborated with internal and external advisors and key government stakeholders (including TMR and QR) to:
- develop strategies to address each of the unique station challenges.
- capitalise on existing arrangements and documentation.
- refine the objectives and put in place contractual measures to achieve them.
By examining the circumstances of each station and leveraging from recent project experiences, Delta was able to identify three distinct commercial models that were specifically tailored to achieve the best outcomes for each station:
- Lump sum design and construct (D&C) contract – Pimpama Station.
- Incentivised Target Cost (ITC) contract – Merrimac Station.
- Collaborative Project Development Agreement (CPDA) – Hope Island Station.
